| 摘 要： | 制度建设必须首先解决制度本身的科学性问题。制度的科学性是基于制度本身的内在要求。制度的公正性价值取向、制度的主观性与权威性等特征决定了制度必须具有科学性。制度的科学性原则是社会主义和谐社会构建中制度建设的根本要求和首要条件,必须尊重客观规律,注重提高制度的科学性。

| Abstract: | System building must firstly solve the problem of the system＇s scientificalness itself. The system＇s scientificalness is the inherent requirement based on the system itself. The system＇s features, such as the justice value orientation, subjectivity, authority and so on, have decided that the system must possess scientificalness. It is the basic requirement and the prerequisite in the system building of a harmonious socialist society. The objective law should be respected and the scientificalness of the system should be improved. |
