| 摘 要： | 新中国城市土地政策的制定和实施,使城市土地在所有权上实现了由私有制向全面国有制的转变,在使用权上实现了从“无偿、无限期、无流动性”的土地使用到“有偿、有限期、有流动性”的土地使用制度的转变。笔者试就这种转变对中国城市土地制度的发展变化产生的重要影响进行介绍、分析和探讨,希望对今后城市土地政策的制定、执行和调整提供帮助。

| Abstract: | The formulation and enforcement of the Chinese land policy make urban land transform the private ownership into the whole national ownership on ownership,and transform the land use which is free,indefinite and immobile into land use system which is paid,definite and mobile on right of use.This transformation has had an important effect on rational use of Chinese urban land and development of urban economy.This article will introduce,evaluate and analyze the transformation.It is hoped that it can provide help to the formulation and enforcement of the Chinese land policy. |
