“双生”循环系统下的生态农业与乡村振兴路径探析——基于生态与经济的视角

党的十九大报告提出的乡村振兴战略是解决我国城乡发展不平衡、区域发展不协调的重大举措。在乡村振兴实施的多元路径中，生态农业与“生态农业+”共同形成“内生”与“外生”的“双生”循环系统。主路径是以生态农业为主体，支路径是“生态农业+”即由生态农业衍生的产品加工、乡村旅游、乡村教育、乡村养老等附加产业链等。生态农业的“内生”循环可从根本上解决农业供给侧问题，有效促进乡村的三产融合；“生态农业+”的“外生”循环可在相应区域内构建农业市场机制有效、农业微观主体有活力、宏观调控有度的经济体制。最终实现马克思经济循环理论中提到的人与自然、人与社会的和谐共生。

Eco-agriculture and the Path of Rural Revitalization under the Endogenous and Exogenous Circulatory System:from the Perspective of Ecology and Economy

The rural revitalization strategy proposed in the report of the 19th CPC National Congress is an important measure to solve the imbalance of urban and rural development and the uncoordinated regional development in China.In the multi-path of rural rejuvenation,"eco-agriculture" and "eco-agriculture +" together form an endogenous and exogenous twin circulatory system.The main part of eco-agriculture is the main path,and "eco-agriculture +",that is,the additional industrial chain derived from eco-agriculture,such as product processing,rural tourism,rural education,and rural pension and so on,is the branch.While the "endogenous circulation" of ecological agriculture can fundamentally solve the problem of agricultural supply side and effectively promote the rural three-industry integration (integration of production,processing and service),the "exogenous circulation" of "ecological agriculture +" can construct an effective agricultural market mechanism,a dynamic agricultural micro-body and an economic system with appropriate macro-control in the corresponding region.With these measures,a harmonious coexistence of man and nature and man and society mentioned in Marx's economic circulation theory,can be finally realized.
