论当代中国家庭政策的基本价值取向

家庭在工业化、市场化和全球化浪潮冲击下面临严峻挑战，表现为家庭功能弱化、家庭责任和风险增大等，亟待政府给予政策扶植和帮助。为此，家庭政策的价值取向必须作出调整和改变。家庭政策的价值取向是家庭政策的价值基础，它围绕国家与家庭、个人与家庭、男性与女性等方面之间的利益关系而展开，在国家、市场、社会、家庭和个人之间达成均衡。从目前中国家庭状况及其需求分析，中国家庭政策的基本价值取向主要是注重政府责任与家庭责任并重，家庭福利与成员福利并重，女性权益与男性权益并重。

On the Basic Value Orientation of Contemporary Chinese Family Policy

Under the impact of industrialization,marketization and globalization,families are facing severe challenges,such as the weakening family functions,the increasing family responsibilities and risks,etc,which are in urgent need of policy support from the government.To this end,the value orientation of family policy must be adjusted and changed.The value orientation of family policy is the value foundation of family policy.It is developed around the relationship between the interests of the state and the family,the individual and the family,the male and the female,and reaches a balance among the state,market,society,family and individual.Analyzing the current situation and needs of Chinese family,the basic value orientation of Chinese family policy is to pay equal attention to government responsibility and family responsibility,family welfare and member welfare,women's rights and interests as well as men's rights and interests.
