新功能主义对发展中国家区域一体化的适用性

新功能主义最初产生于总结与解释战后西欧一体化经验的需要,随后其他地区一体化的兴起尤其是发展中国家区域合作的开展,为新功能主义在更大范围内的适用问题提供了检验机会。发展中国家两次大规模的一体化经历,在其一体化的动机、条件与结果方面都显示了与西欧经验的巨大差异。新功能主义对作为发展中国家发展战略一环的一体化的解释存在着明显的缺陷,这意味着传统理论需要新的扩展与融合,尤其是新功能主义与政府间主义的融合。

The Applicability of Neo-Functionalism in Regional Integration Involving Developing Countries

Neo-functionalism came into being when it was needed to summarize and explain the integration experience of western Europe after the war. Then the development of integration in other areas, especially the regional co-operation among developing countries provided test opportunity of the application of neo-functionalism within a larger scope. The two integration experiences on a large scale in developing countries showed huge differences from western European experience in its motive, condition and result. There are obvious defects in the explanation of neo-functionalism about integration as a strategy of developing countries. This means traditional theory needs new extension and combination, especially the mixing together of neo-functionalism and intergovernmentalism.
