我国农业保险发展的历程、问题及对策

农业保险是一种通过保险的商业化手段来管理农业中存在的各种风险的制度安排,其在农村经济发展中的地位越来越重要,可以有效帮助政府减轻灾害补贴压力,帮助广大农民减轻农业风险的损失,在WTO框架下,是政府应对国际竞争、扶持和保护农业发展的重要措施。我国的农业保险经历了四个阶段的发展历程,在现阶段还存在许多亟待解决的问题,必须要由政府提供适宜的环境,主要依靠商业保险公司的商业化运作来谋求发展。

The Development,Problems and Solutions of Agricultural Insurance in China

Agricultural insurance is a system arrangement,which manages the agricultural risks by means of the commercialization of insurance.It plays an increasingly important role in rural economic development.It is an important means to reduce pressure on subsidies and the agricultual loss of the vast number of peasants.Within the WTO framework it is an important measure to deal with international competition and to support and protect agricultural development.The agricultural insurance in China experienced four stages of development.It has many problems to be solved.Its development must be mainly dependent upon the suitable environment provided by the government and the commercialized operation of the commercial insurance companies.
