| 摘 要： | 当前保税区发展中争论最大的问题表现为两点,其一是目标模式的选择;其二是管理体制的设计.这是构建中国未来自由贸易区过程中必须解决的两个难题.在我国加入WTO背景下,我国保税区必须找到一个新的定位.因此对我国保税区的定性、定位及管理体制作全面分析并进行国际比较,对提出我国保税区管理体制改革目标模式具有现实意义.

| Abstract: | The debate of the development of free trade zone of our country gives two options before us,the first is the mode of selection and the second is the design of management system.These two interdependent issues impel the free trade zone of our country to a higher level shape and will have to overcome two hurdles that construct the free trade zone in the future of our country.The essay analyzes the localization and the management system of the free trade zone of our country,compares that with the international free trade zones in other countries and proposes the goal and the mode of the reform of the free trade zone management system of our country. |
