| 摘 要： | 荣辱感可分为外在层面的和内在层面的两种。前者可名之为基于舆情的荣辱感,后者可名之为道德性的荣辱感。道德性的荣辱感以普遍的社会正义原则为根源,对于行政官员来说,公共职位本身就是一种道德存在,其履行公共职责就是具体地实现社会正义,所以需要严格的法律约束、伦理教育和思想教育以及审美教育来形成他们的行政道德的耻感意识,塑造他们的行政人格。
