构建和谐社会人事档案管理模式

摘    要:和谐社会的构建需要全社会参与,要做到人与社会的和谐统一,极大限度地发挥人才的作用,就需要不断完善人事档案管理。人事档案从管理权限来看,现主要有三种管理模式,即国有单位人事档案管理模式、流动人员人事档案管理模式、中国企业从业人员管理系统网络管理模式,从构建和谐社会角度着手,提出一种新的管理模式,这种管理模式的建立必须坚持统一标准、公正客观、诚实守信、高效实用原则,目的是最大程度地消除人档分离、重建档案、遗弃档案等现象,促进人才流动,加快人才社会化进程。

Abstract:The construction of a harmonious society calls for the involvement of the whole society.Improving the management of personnel archives is necessary to achieve the harmony between human and society and give full play to talents.In terms of management rights,personnel archives can be divided into three management models,namely,the management model of personnel archives in state-owned units,the management model of personnel archives of migrating workers,the Internet management model of management system for Chinese enterprise workers.From the perspective of building a harmonious society,this paper puts forward a new management model which insists on the principles of unified standards,justice and objectiveness,honesty and practicality in order to eliminate to the maximum the problems of isolating workers from their archives,rebuilding archives and deserting archives,to promote the migration of talents and accelerate the socialization of talents.
