| 摘 要： | 与传统安全威胁相对的非传统安全威胁,具有广泛性、跨国性、非单一性、无序性和强危害度等特征,因而是直接关系到全世界所有国家和人民利益的问题。虽然非传统安全问题几乎涉及了除军事外的其他所有国家安全领域,其行为主体也非单一,但归根结底是“人”的安全问题,因此,寻根究源,要善治非传统安全威胁必须坚持以人为本。

| Abstract: | In contrast to traditional security threats,non-traditional security threats directly affect the interests of all nations and their people,with its universal existence,transnational collusion,non-singular forms,random occurrence and severe harmfulness.Though covering almost all fields of national security except military affairs,non-traditional security,essentially,still is the issue concerning "man." So,to relieve the threats in an appropriate way,government should adhere to the human-oriented principle. |
