| 摘 要： | 水资源产权配置是水资源管理的基础与前提。我国水资源属国家所有 ,根据所有权与使用权相对分离的原则 ,以及不同的用水方式的经济属性、社会效益和对水资源本身及生态环境的影响 ,应该分门别类地探索各类用水产权体系有关权利的配置、产权管理的目标、手段、管理机构 ,建立保障责权利相互协调的激励约束机制

| Abstract: | The property rights disposition is the base and prerequisite of water resources management. Water resources belong to the state in China. Because the use rights can be separated from ownership to a certain extent, according to the different use ways of water resources, different economic attribute and social benefit, different influences on society and environment, this paper discusses the property rights disposition, the target and means of property rights management,management institutions,and encourages to establish the restricting system of mutual coordination of property rights,and responsibilities and benefits are also discussed in this paper. |
