地方政府招商引资竞争的经济学分析及对策建议

在转型经济中,地方政府招商引资的竞争在竞争的内容、重点、秩序和机制等方面具有不同于成熟市场经济国家的特点。本文围绕我国地方政府招商引资展开竞争的重点、手段及内容,并用博弈矩阵模型分析地方政府的招商引资的后果,得出结论:招商引资竞争很难改变企业的固有区位选择,竞争的结果一般情形下只能改善企业的收益,但降低了地方政府所获得的利益。在此基础上,从区域分工和区域协调发展的角度,针对地方政府招商引资进程中存在的问题,提出了地方政府规范招商引资活动的对策建议。

Economics Analysis and Suggestions of Inviting Outside Investment Competition of Local Government

In the economy system of making the transition,such factors as the competition content,focal point,order and mechanism in the competition that the local government invites outside investment,etc.have the characteristics different from the ripe market economy countries.This text has analysed reasons,characteristics,focal poins,means and the content that the local government of our country invites outside investment and competes,and has analysed the consequences of investment of the local government in matrix model by the game theory.The conclusion is that: investment competition is very difficult to change inherent position of enterprises choose.The result can only improve the incomes of enterprises under the general situation of result of the competition,but has reduced the interests that the local government obtains.On this basis,in terms of dividing the work in the area and area coordinated development,contrapose the questions that exist in the investment process of local government,the paper has proposed the countermeasures and suggestions of standardizing activity for inviting outside investment of local government
