Exploring Problems Concerning Agricultural Science and Technology System Innovation

Agricultural science and technology(henceforth abbreviated as AST) innovation system is a sub-system in the national innovation system,which is evolved and developed in the process of mutual influences and mutual functions among the government,agricultural research institutions,agricultural enterprises and households.Government serves as the provider,investor and leader of agricultural reaearch systems,while agricultural research institutions and enterprises are the major innovation entities.Application-oriented institutions are transformed into enterprises,and public-interest oriented institutions are converted into non-profitable organizations,which greatly enhances research institutions’livelihood.It can also greatly promote agricultural research and innovation by optimizing the role of both government and market,and by optimizing allocation of agricultural science and technology resources.
