服务型政府指的是关于公共行政在以公民为中心的治理系统中的一套理念,其最大特征之一是对行政伦理的突出强调。从内部和外部控制途径来解读行政伦理,并提出加强行政道德立法、建立行政信用制度、加强和完善行政人员的监督和制约机制、设立行政伦理咨询评议机构等方法来加强行政伦理建设。

Research on Administrative Ethics of a Service-Oriented Government

The service-oriented government theory refers to the concept of citizen oriented public administratio whose biggest characteristic lies in its emphasis on administrative ethics.This article first interprets administrative ethics from the interior and the external control,and then proposes to strengthen the administrative morals legislation,establish administration credit system,reinforce and consummate the administrative personnel's surveillance and the restriction mechanism,establish administrate ethics consultation appraisal organization and so on,all of which are are to strengthen the administrative ethics construction.
