宋代法律制定、公布的信息渠道

宋代从中央到地方,构筑起比较完备的法律发布、接收和告示的信息渠道,以保证立法活动正常进行,并将法律适时公布于众,使民众知晓,充分发挥法律治理国家的职能。在法律制定方面,宋政府广泛征集意见,集思广益,注意收集法律反馈信息,减少立法失误,提高立法效率。宋法律制定后,统一由进奏院递送传达,采取榜示公告的形式公布于众。宋在大赦诏书的颁布、大赦仪式,法律的接收登录和编集保管等方面制定了较为完备的制度,使法律信息畅通无阻。这对于完善宋代法制,强化专制主义统治,无疑有着积极意义。

The Information Channels of Law Making and Promulgating in the Song Dynasty

From central to local levels, the Song Dynasty constructed the relatively complete information channels of law announcing, receiving and notifying, so as to ensure the normal continuity for legislative activities, promulgate the laws to the people timely, and fully exert the function of laws in managing the country. In the aspect of the law making, the government of Song Dynasty collected the suggestion extensively, absorbed all the useful ideas , paid attention to collecting the feedback information of laws, reduced legislative faults and improved legislative efficiency. All made laws were sent and transmitted by the Jinzou Yuan and publicized in bulletins. Song Dynasty established a comparatively complete system of announcements and ceremonies of amnesty, and of receipt, registration, compilation and keeping of laws, which made the information of laws unblocked. It was undoubtedly having a positive meaning for improving the legal system and strengthening the autocratic monarchy of Song Dynasty.
