论风险社会治理形态的范式选择

风险作为一种物质特性而存在,已经成为我们政治、经济和社会生活的组成部分,它是一种开放性的社会建构,在近代之后随着风险逐步结构化,产生了现代意义的"风险社会"。风险不应该仅止于政府的体察和认知,而被民间社会所忽视,合作式治理通过社会不同成员的沟通与互动,使风险被公众意识到,成为"公共领域"的议题,政府扮演另一种角色,成为民间的"合作伙伴",从而在一定程度上避免了政府信任的衰微,实现了政府信任的巩固和提高。

On the Paradigm Choice of the Governance Modality in the Risk Society

As a kind of existence with material characteristics, the risk has already become a constituent in our political, economic and social lives. It is also a kind of social construction. After the modern age along with the risk gradually becoming structuralized, the "risk society" came into being. The risk should not be restricted only to the examination and recognition of the government while being neglected by the civil society. Co-governance can contribute to the mutual communication and interaction among different people in society, thus making the risk recognized by the public; consequently, the risk becomes the subject of "public realm." The government plays another role, "cooperation partner" of the folks. Thus Co-governance can avoid the decline on the government trust, and promote the consolidation and the exaltation of the trust of the government.
