| 摘 要： | 文章以农业科技示范园区为例,探讨农业财政投入的产权问题。农业财政投入的产权模糊引发了外部效应、寻租行为、效率损失等问题,针对此问题文章提出了明晰产权主体、合理界定产权的思路:一是将财政资金投入所形成资本界定为私有产权,二是界定为国有产权。

The indefinite property results in many problems such as externalities, looking- rents and losing efficiency. This thesis expounds two proposals of defining property-private property and public property. |
