中国人口发展与城乡建设用地利用关系及其地域分异特征研究

在分析当前中国人口发展与城乡建设用地利用匹配关系特点的基础上,以省级行政区划为单元,采用因子分析法,对我国人口-城乡建设用地利用系统进行了综合发展水平评价.研究发现,我国城乡建设用地人口负载能力趋向降低,在地域上基本呈现西北-东北-东南-西南四大板块的分异特征;人口-城乡建设用地利用系统的发展质量和发展潜力东部明显高于西部;西北内陆省份发展的综合水平最低,应成为未来政策引导和调控的重点.应采取优化城乡用地结构、加强农村居民点整理、建设紧凑型城镇、通过区域政策引导人口合理迁移流动等措施,协调我国人口发展与城乡建设用地的关系.

Study on Regional Disparities of Relationship between Population Development and Constructive Land Use in both Urban and Rural Areas in China

The purpose of the paper is to analyze the current situation of relationship between population development and constructive land use in both urban and rural areas in China and propose some countermeasures to readjustit towards homonymousstate.Based on constructing evaluation indicator system which can well reflect the development of man-land system,this paper applies factor analysis model to evaluate the comprehensivelevel of 31provinces in China and to probe the laws of regional disparities according to the evaluation result.It is shown that in terms of population bearing capacity of the constructive land,it is higher in the South than in the North of China,while in terms of the quality and potentiality of the system,it is higher in the East than in the West of China.Therefore,in order to coordinate the relationship between population and constructive land use in both urban and rural areas in China,it is necessary to optimize the land use structure in both rural and urban areas,to strengthenland reclamation in rural villages,to construct compact urban areas,and to alter the direction of population migration flows through regional development policy,etc.
