试论行政垄断的成因及其治理

随着我国市场经济的发展和WTO规则在我国的生效,计划经济体制遗留下来的行政垄断问题的危害性日益明显,它不仅损害了消费者以及其他经营者的利益,破坏了统一公平的竞争市场,而且滋生了严重的社会腐败问题。这对我国经济造成了巨大的损失,也与国际经济一体化趋势极不相适应。因此打破行政垄断乃当务之急!本文从分析行政垄断的概念及其成因入手,对如何治理行政垄断进行初步探讨。

On the Origin and the Government of the Administrative Monopoly

Along with the development of market economy and the effect of WTO rules in our country, the harmfulness of administrative monopoly that the planned economy system leaves behind grows more and more obvious. It has harmed the consumers' and other operators' benefits, destroyed the unified and fair competitive market, and bred serious social corruption problems. That has created massive losses of our country economy, which is unadapted to the tendency of international economic integration. Therefore, it is urgent to break the administrative monopoly. This article starts with the analysis on the conception of administrative monopoly and its origin to discuss how to improve the administrative monopoly.
