大学办学特色与管理机制改革

＂《纲要》＂体现了大学特色和政府分类指导、创新管理机制两个方面问题的高度重视。大学的办学特色基本包含以下3个特征：独特性、创新性、稳定性。办学特色涉及人才培养多层面的因素,它不仅包括学校文化、教师＂教＂的质量、学生＂学＂的质量,还包括满足社会需要的程度。因此,目前应当积极推动以下两个方面工作：进一步深化教育管理体制和机制改革,建设多样化和多层次的高水平大学;制订社会保障政策,建立多元化的大学评价和认证体系。

School Running Features of a University and Reform in Administrative Mechanism

＂Guidelines on National Mid-and Long-Term Educational Reform and Development Planning（2010—2020）＂ attaches great importance to the features of a college or university and innovation in administrative mechanism.The school running features of an institution of higher learning have three elements： uniqueness,values,and stability and are related to many issues at different levels in talent production,including the culture of the school,the quality of teaching and learning as well as the degree of its social satisfaction.Therefore,reform in the educational management system and mechanism should be further deepened to produce excellent colleges and universities at different levels and with great diversity and social security policies should be formulated to establish a plural college evaluation and notification system.
