摘    要:“9·11”后,美国的公共外交特别是针对伊斯兰世界的战略传播在美国对外战略中的地位急剧上升,成为美国实施反恐战略的重要手段。本文集中探讨“9·11”后布什政府对中东实行的战略传播策略。通过对美国战略目标、传播途径、策略选择、机制整合等方面进行剖析并对战略传播的实施效果进行评估,作者认为,外交政策和文化差异是影响战略传播效能的重要变量。由此,本文为中国国家形象的建构提供一定的参考价值。

Abstract:After the event of "9·11 " , great powers have been dramatically underscoring image-building as they are advancing their global strategies. This study will take US image building in the Middle-East as a case of U.S. strategic communication management practiced after "9.11" Employing an in-depth comparative analysis method, this study will examine the extent to which Washington has utilized its "soft power" in promoting its national image and identity in the international community. Specific attention will be paid to the aspects of strategic goals, policy considerations, behavior options, mechanism construction, effectiveness assessment, further demonstrating that effectiveness of strategic communication implementation is a crucial factor in the favorable and successful national image building and thus the exercise of soft power will be effective in reducing negative emotions through a favorable international image construction by means of strategic communication management.
