| 摘 要： | 我国法律明确了农村土地可以依法流转并对公权力作用加以界定,但还不完善。目前在土地流转中存在公权力的缺位、不到位等问题,我们应从立法、执法等方面加强对土地流转中农民权益的保障。

| Abstract: | The laws clarify the legal transfer of rural land and define the function of its public power,but they are still not perfect.Therefore,the issues such as absence of public power still exist in the process of land transfer.It is necessary to strengthen the protections of interests of farmers in the land transfer in terms of legislation and law enforcement. |
