把“浙江舟山群岛新区”放在一个全球化的态势中考察和考量就会发现,原来它很适合打造和建造一个“第三级港口城市”.这是一个崭新的学术概念和理念,但即将成为政界和学界追逐的一个目标.人类海洋社会的发展经历了三个阶段:地中海阶段、北部大西洋阶段和西北太平洋阶段.早就有专家预测,西北太平洋海域在21世纪主宰世界和全球.当下世界已经形成了一个由巴西、南非、印度、俄罗斯和中国等五国构成的“金砖国家”.而以后它们之间的联系则主要靠新型的“第三级港口”及其城市.由此形成了“第三级港口城市”的十大主要特征:开放港、大宗港、免税港、枢纽港、公共港、城市港、新区港、有机港、智能港、文化港,等等.

The development of man’s marine society has undergone three phases, which are Mediterranean Phase, North Atlantic Phase and Northwest Pacific Phase. Some experts predicted long ago that Northwest Pacific waters would dominate the whole globe in the 21st century. The current world has formed the "Brics Countries" made up of Brazil, South Africa, India, Russia and China. The future contact among the five countries will mainly depend on the new "tertiary port" and its cities, thus resulting in such ten major characteristics of the "tertiary port city" as the open port, the staple port, the duty-free port, the pivotal port, the public port, the city port, the new area port, the organic port, the intelligent port and the cultural port.
