| 摘 要： | 我国自20世纪80年代以来,资源型城市均将解决经济持续发展的目光聚焦在产业转型上,但多数城市的效果不够理想。这些城市的软硬环境与产业转型和经济发展之间所存在的不良循环关系,是其原因的一部分。论文提出将软硬环境建设作为突破口,通过其时经济发展的引致效应,推动产业转型,从而实现资源型城市经济的持续发展,该路径对于部分资源型城市是适合的。同时,简略提出了资源型城市构建软硬环境的对策。

| Abstract: | Resource-type cities focus their sight on the industrial structure adjustment in solving the problem of economic development, but the effect on many cities is not satisfying. The main reason is because of the malignant circulation relation between their soft and hard enviroments with industrial structure adjustment and economic development. A new point of view is put forward in this paper, which regards the construction of soft and hard environments as the breakthrough point. These cities can realize industrial structure adjustment and economic sustainable development through the construction of soft and hard environments and its introduction effect on economic development. The approaches will be suitable to part of resource-type cities. At the same time the countermeasures in constucting soft and hard enviroments are also put forward in this paper. |
