| 摘 要： | 在城市建设领域,设定行政许可的目的是为了确保社会正义和公共安全。在方法上借鉴法律经济学的理论,兼顾行政许可成本等因素,就如何协调行政许可与城市建设的关系进行分析探讨,结论是:必须完善行政许可中的公众参与制度,适时地变革管理措施,健全责任追究制度,才能使行政许可的设立恰到好处。 |

| Abstract: | The purpose of setting up a series of administrative licenses in urban construction is to ensure social justice and public safety.The methods used in the article in the legal economics and also the factor of administrative cost.As how to coordinate the relationship between administrative licenses and urban construction,the conclusion includes the necessary public involvement of administrative license,timely transformation of management measures and perfect system for responsibility blaming.Only in this way,can the administrative license be properly established. |
