村民自治组织与基层党组织发展关系问题研究

在建设社会主义新农村的新的历史条件下,村民自治组织与基层党组织的关系成为了农村基层民主政治建设的主要关系。然而,在我国农村民主政治的实际发展进程中,村民自治组织和基层党组织发展还存在着一定的不协调现象,构建村民自治组织和基层党组织协调关系模式成为了村民自治组织与基层党组织发展关系的重点。在新的关系模式下,在宪法及《中华人民共和国村民委员会组织法》等相关法律的规范下,村民自治组织与基层党组织当各司其职,互相协调,共同构建文明、民主、繁荣、和谐的社会主义新农村。

On the Relationship between Villagers' Autonomous Organizations and Grass-Roots Party Organizations

In new historical condition of constructing new socialist countryside,the relationship between villagers' autonomous organization and grass roots party organization has become the main relationship in the grass roots political and democratic construction of the countryside.However,in the actual developing process of democratic politics in the countryside,the development of villagers' autonomous organization and the grass roots party organization also has certain uncoordinated phenomena.Constructing the harmonious relationship between the villagers' autonomous organization and the grass roots party organization pattern has become the key point to their relationship.In new relational pattern and related law standard of Constitution and The Villagers' Committee Organization Law of People's Republic of China,the villagers' autonomous organization and the grass roots party organization should perform their own functions,coordinate mutually,and construct new civilized,democratic,prosperous and harmonious socialistic countryside.
