| 摘 要： | 在全面取消农业税的乡(镇)行政环境下,阐述了乡(镇)政府职能转变面临的实践困境,即乡(镇)政府能力呈弱化趋势、乡(镇)政府对上一级的依附性、乡(镇)干部双重角色冲突等,提出了后农业税时代乡(镇)政府职能转变的有效途径:(1)更新管理理念,转换角色;(2)加强改革,提升内动力;(3)强化社会管理和公共服务职能;(4)改革和完善公共财政制度。
