| 摘 要： | 北京市发展可再生能源对实现可持续发展具有重要意义。北京可再生能源发展存在着价格障碍与资金缺乏、可再生能源公共服务体系不完善、政策供给和管理不足等问题。促进可再生能源发展需要体现外部性、体现循环经济理念和坚持制度创新的原则。在此基础上提出了北京市发展可再生能源的激励机制。
