A Legal and Economic Analysis of Difficulties in Collection of Property Services Charges

Collecting property service charges is a serious problem. From the economic and legal view, it can be found that there are some problems about the property service. To perfect the pricing mechanisms, it is fundamental to establish property service quality indices, and improve the legal system to punish maliciously default acts on the service charge. To make the charges known by the public, to improve the charge service and to perfect the payment procedure are the methods to minimize the occurrence of delayed payment.
