福利与权利

本文从福利与权利的历史性解析入手，对自由主义、社群主义、社民主义的福利与权利观进行分析，并提出：福利作为个体的一种社会经济权利，一方面不能将该种权利绝对化；另一方面又不能推卸国家在福利方面的责任。因此就应该在市民社会组织比较发达的国家推行社会组织承担主要福利责任的模式，而在政社不分的社会中，则应该采用国家承担主要责任的模式。

Weffare and Right

The article begins with the analysis of the historic significance of welfare and right. The author studies particularly the respective viewpoints on welfare and right of liberalism,communitarianism and social democracy. Then it points out that welfare, as one kind of individual economical right of society, on the one hand shouldn't be made absolutely, on the other hand the nation shouldn't shirk their responsibility upon it. In conclusion:in countries where civil community is popular ,they should carry out the pattern whereby community takes major responsibilities; whereas in the society without a clean line between the function of government and society, the pattern whereby nation take major responsibilities preferential.
