| 摘 要： | 资源型城市产业转型是一个变革与创新的过程,中国资源型城市的区域创新系统的缺陷,导致产业转型之路艰难而漫长,建立与完善区域创新系统,是资源型城市产业转型的必由之路。可以考虑采取及早进行区域规划、深化矿产资源开采权市场化改革、加快资源型国有企业改革步伐、促进外地企业与教育科技机构在资源型城市建立分支机构等措施,建立与完善资源型城市的区域创新系统。 |

| Abstract: | Industrial transformation in resource-based cities is a process of reformation and innovation,the defect of resource-based cities' regional innovation systems in China makes industrial transformation hard and long,and building up regional innovation systems is the only way for industrial transformation in resource-based cities.Some measures can be considered to establish regional innovation systems in resource-based cities,such as making regional program at an early stage,deepening reform of mineral resource market,promoting reform of state-owned mining enterprises,and promoting business enterprises,educational,scientific and technical organizations to set up subsidiaries or branches in resource-based cities. |
