新时期以来,中国共产党在建设中国特色社会主义的伟大事业中积累了科学的执政经验。必须在坚持马克思主义指导地位的前提下实现党在指导思想上的与时俱进是科学执政的理论前提;树立＂以人为本＂的政治观,把密切党同人民群众的血肉联系当作一项严肃的政治任务是科学执政的本质;加强对权力的制约和监督,建立科学的权力运行约束机制是科学执政的保证;在推进中国特色社会主义伟大事业的实践中加强党的执政能力和先进性建设是科学执政的关键。

Basic Ruling Experiences of the Chinese Communist Party In New Era

Since the reform and opening up to the outside world,the CPC,in the great cause of leading the Chinese people in building socialism with Chinese characteristics,has gradually accumulated experiences of ruling. The theoretical premise for scientific ruling is that the party should keep abreast with the times in her guiding thoughts which take Marxist guidance as the precondition.The essence of scientific ruling is to establish the political concept of ＂people-orientation＂ and to treat it as a serious political mission to keep close ties between the party and the masses.
