| 摘 要： | 各国对政府信息公开请求权的对象范围确定普遍遵循了“以公开为原则,不公开为例外”的基本原则。只要确定了不公开信息的范围,就可以明确可以申请公开的信息的范围。在确定不公开信息时可以采用利益平衡原则——公共利益、行政特权、私权利与信息公开请求权的平衡。

| Abstract: | When defining the scope of government information objects,a lot of countries generally follow the principles of "opening is principle,keeping secret is exception".If we fix the scope of government information that must be kept secret,we can know the scope of government information that must be open to the public.A balanced principle between different rights and powers can be taken.These rights include public interest,administrative privilege and private rights. |
