| 摘 要： | 生产资料公有制的传统实现形式被认为是一种有公平但缺乏效率的制度安排。只要改革生产资料公有制的实现形式，只要不断完善市场和维护市场均衡、建立和健全法律法规，就有可能实现生产资料的公有制形式和生产资料的私有制形式的和谐相处，提高社会主义市场的公平和效率。

| Abstract: | Public ownership of means of production is regarded as fair yet not effective.However,by reforming it and perfecting the market,setting and improving laws and rules,we can achieve a harmonious balance between public and private ownership of means of production and improve the fairness and efficiency of socialist market. |
