中国外商直接投资产业政策测量和有效性研究:1979~2003

本文以我国正式颁布的1987、1995、1997和2002年4次外资产业政策及其投资目录为研究对象,通过将投资目录按照标准的2位数产业代码进行归类,并对各种政策类别赋予权重,以此测量外资产业政策指数,在这基础上,再对外资产业政策的有效性进行研究。结果表明:在产业开放趋势上,我国对外资产业开放程度越来越大。在产业开放导向上,这4次外资产业政策表现出了一致性,集中反映了我国的引资目的,而且,在产业开放效果上,对于各种不同的产业分组,以及对于港澳台企业和外国企业,外资产业政策都能够有效地引导外资的产业流向。

Our Measurement of China's Industrial Policy for Foreign Direct Investment and our Study of the Efficiency of this Policy: from 1979 to 2003

We have studied the policies for foreign-funded companies and their catalogs of investment——the policies and catalogs promulgated and published by the Chinese government in 1987, 1995, 1997 and 2002 respectively; classified the investment catalogs according to the standard two-digit industrial code; weighed various polices mentioned above, on which basis measured the indicators of the policies of foreign-funded firms; and studied, on these foundations, the efficiency of the policies of foreign-funded industries. Our study indicates that, in regard to the tendency of opening-up in industries, the degree of opening-up has been higher and higher; that in the aspect of the orientation of industrial opening-up, the policies for foreign-funded enterprises issued for four times have been compatible with each other, all embodying the purpose of China's foreign capital introduction; and that, in the respect of the effect of industrial opening-up, all industrial policies for foreign-funded enterprises can effectively guide the direction of foreign-funded firms, in terms of various industrial grouping, companies of Hong Kong, Macao, Taiwan and foreign countries.
