村务问责:走向村务善治的责任规制机制

随着村域治理环境的变迁,传统的乡村治理理念受到了时代发展的挑战,推动村务管理向村务善治转变是新时期乡村治理机制变革的内在诉求。基于"善治"理论的分析范式,村务治理的可问责性是现实村务民主治理的重要维度。在分析村务问责建制的重要实践价值的基础上,从问责主体、客体、内容和程序4个要素梳理了村务问责体系,进而以村务定责、履责、督责和追责4个环节为核心内容分析了村务问责的内在运行机制,最后揭示了从问责文化的培育、问责法规的完善、问责渠道的拓宽以及问责公开的落实等4个维度的建设和完善来保障村务问责机制的长效发展,以期通过村务问责的建制与完善来提升村务治理的民主性、有效性和持续性,从而实现村务"善治"。

Accountability of Village Affairs： A Responsibility Mechanism Towards ＂Good Governance＂ in the Village Affairs

With the changes of the governance environment in the village, the traditional rural governance concept has been challenged by the development of the times. It is the internal demand of governance mechanism reform that changes the management of the village affairs into ＂good governance＂ in the new period. Based on the analysis model of the ＂good governance＂ theory, the accountability of the village affairs governance is an important dimension of the democratic governance in the village affairs. Through the analysis of the important practical value of village accountability system, this article states clearly the village accountability system from four elements： the accountability subject, object, content and procedure, then analyzing the internal operation mechanism with formulation, performance, supervision, and responsibility as the core contents of the village accountability. Finally, in order to ensure a long- term development of the accountability mechanisms in the village affairs, the paper reveals the construction and improvement of the four dimensions including the accountability culture, accountability laws, accountability channel and accountability publicity. Through constructing and perfecting accountability of village affairs, it can make the governance of village affairs more democratic, efficient and sustainable, and realize the ＂good governance＂ in the village affairs.
