“新二元结构”破解对策的经验研究——以上海市闵行区为例

城市里户籍和非户籍"新二元"结构给有限的社会资源、社会管理以及社会制度带来巨大的挑战,由于制度性缺失导致的城市内部非户籍人口与户籍人口之间享受不同种类和水平的公共服务。近年来闵行区在破解"新二元"结构方面尝试重要举措,积累了诸多经验。确定"以人为本、以综合管理为核心、以社会融入为目标"为基本原则,注重了六个方面的工作。

Research on Experience of Countermeasures against the“New Dual Structure”——A Case Study of Minhang District in Shanghai

"New dual structure"brings big challenge to limited social resources,social management and social system.Citizens with"hukou"and citizens without"hukou"enjoy different kinds and level of public services due to the institutional deficiency.In rencent years,Minhang District in Shanghai have taken some measures to solve the problem of"new dual-structure"and accumulated rich experiences.The"human-oriented,comprehensive management-centered and social inclusion-targeted"principle should be established,and more attention should be paid to six-aspect work as follows:(1) promote the function of Residence Permit and improve the population management system centered on Residence Permit;(2) optimize social resource distribution and better the public service system for those migrating to Shanghai;(3) promote quality education for immigrants in Shanghai;(4) promote equal political participation of them;(5) adopt effective institutional mechanisms to ensure financial security for population management;(6) strengthen and implement those necessary measures of population control and regulation.
