试论中国社会公共组织的兴起及其民主意蕴

社会公共组织的兴起是改革开放以来中国经济、政治和文化发生深刻变革的必然结果。社会公共组织的发展对中国民主建设具有十分重要的意义：有利于培育“有容”的民主意识，有利于形成“有衡”的民主制度，有利于养成“有序”的民主行为。为了充分发挥社会公共组织在中国民主建设中的积极作用，政府要转变观念、调整职能，为社会公共组织的发展营造良好的法治环境，社会公共组织要加强自身管理、完善组织的治理结构和运作机制。

A Brief Analysis on the Democratic Implication and the Emergence of the Social Public Organizations in China

The emergence of social public organizations in China results from the economic, political and cultural development since China＇s reform and opening up, which is important for improving the democratic system in China. The development of the organizations contributes to cultivating the democratic consciousness of tolerance, establishing the democratic system of balance and fostering democratic behaviors of order. In order to bring social organizations into play, the government should change its concept, adjust its function, and build a better legal environment for the development of social public organizations, while the social public organizations should strengthen self-management, and improve its governance structure and operation mechanism.
