国外发展循环经济的经验与启示

中国的循环经济是借鉴发达国家如德国"循环经济与废弃物管理"、日本的循环型社会战略等理论和经验而提出的一种经济发展模式。本文对国外发达国家发展循环经济的主要做法和经验进行分析总结,得出启示为:"两立两制三创新",即"两立"是"立足国情,选择切入点"和"立法先行,依法推动";"两制"是"制订政策,鼓励参与"和"制定计划,明确目标";"三创新"是"技术创新,发挥优势"、"体制创新,密切配合"和"机制创新,全面参与"。

Experience and Revelation of Foreign Countries' Developing Cyclic Economy

China's cyclic economy is an economic developing mode borrowing the theory and experience from German "cyclic economy and management of abandoned articles"and Japanese cyclic social strategy.The paper,from the analysis and summary of the methods and experience in these two developed countries,obtains the revelation: "two footholds,two systems and there crtations",namely,"gain a foothold from our conditions and choose the start point"and "make the plans and determine the purpose";and "create the technology and display the aduantages","create the system and cooperate closely"and "create the organizations and participate in amn all-round way".
