信息霸权是指信息技术发达国家利用技术优势(如制网权)妨碍、限制或压制他国对信息的自主动用,以谋求政治、经济和军事等利益.信息霸权巩固了信息技术发达国家在国际政治领域的主导地位,而数字鸿沟则对发展中国家维护信息主权形成强烈冲击.构建信息时代的信息主权和国家安全屏障要有战略眼光,既要及时维护国家利益,又要有长期的战略措施.
