经济发展程度不同地区新农合实施状况研究

新型农村合作医疗在保障农民获得基本卫生服务、缓解农民因病致贫、返贫方面发挥了重要的作用。目前新农合已经在我国全面实施,在经济发展程度不同地区,该制度的实施状况存在一定差距,经济欠发达地区在该制度实施过程中存在一系列问题。本文运用实证调查和比较分析的方法,以北京市通州区和内蒙古赤峰市喀喇沁旗为例对经济发展程度不同地区新农合的实施情况进行比较,总结出经济欠发达地区新农合实施中存在的问题,并提出进一步发展新农合的对策。

A Study on the Status of Implementation of New Rural Cooperative Medical System in Regions with Different Levels of Economic Development

New Rural Cooperative Medical System plays an important role in satisfying the farmers’ basic needs for health services and helping relieve the impoverishment resulted from diseases.It is true that the system of new rural cooperative medical system has been implemented nationwide,yet there is still a gap in efficiency and popularity between regions with different levels in economic development,and thus there remain problems in the process of the implementation in those economically backward regions.In this paper,the author employs empirical surveys and comparative analysis to illustrate the practices of such new rural cooperative medical system with cases studies in Beijing’s Tongzhou District and in Harqin County of Chifeng City in Inner Mongolia Autonomous Region.Finally,some proposals and counter-measures are put forward for solving the problems and for the further development of the new rural cooperative medical system in those less developed regions.
