国民经济动员与企业社会责任

关于企业社会责任的研究, 应当根据国民经济动员的情况来丰富企业社会责任的概念和内容。将企业社会责任概念引入国民经济动员理论, 认为:国民经济动员是为维护国家安全而动员经济资源的主要活动, 企业是国民经济的主要组成部分, 且必须落到具体的企业才会有实效;政府以国民经济动员保障的国家安全, 为企业提供了生存发展的环境, 是企业的利益相关者, 企业理应承担国民经济动员方面的社会责任。

National Economy Mobilization and Corporate Social Responsibility

The concept and content of CSR (corporate social responsibility) should be evolved and enriched with the development of NEM (national economic mobilization). NEM is a series of activities of mobilizing economic resources to maintain national security, in which enterprises play an important role. This paper introduces the theory of CSR into NEM, which only works in effectiveness when the mobilization can operates on the level of enterprises. As one of stakeholders, government provides the guarantee for safe environment for enterprises, and therefore enterprises should take the social responsibility of NEM in return.
