| 摘 要： | 《国家中长期教育改革和发展规划纲要（2010-2020）》所提出的“加快创建世界一流大学和高水平大学”的建设目标为国内高校尤其是地方高校的发展带来了良好的发展机遇期，目标化管理作为激发高校办学活力、快速增强和提升学校办学实力的一条有效途径日益受到高校的青睐。本文分析了高水平大学建设对地方高校所带来的机遇和挑战，阐释了目标化管理的内涵，详细论证了目标化管理对地方高校的战略价值并提出了具体建议，以供大家共同研讨。

| Abstract: | ＂ The outline of National medium and long- term educational re{orm and development plan （2010 - 2020）＂ puts forward to accelerate the creation of the world first class university and the high level University, which have brought the local university a good development opportunity period. Target management have been increasingly favored as an effective way to arouse the vitality and enhance the strength of the university rapidly. This paper analyzes the opportunities and challenges for local universities, interprets the meaning of target man- agement, discusses the strategic value of target management in local universities and puts forward concrete sug- gestions, for everyone to discuss. |
