| 摘 要： | 防控操作风险是银行业面临的一项长期而艰巨的任务。探讨目前中国银行业操作风险管理在风险识别、风险防范和风险控制等方面存在的问题，介绍发达国家防控银行业操作风险的经验，并提出培育风险控制文化、建立操作风险管理体制、严防道德风险、加大违规处罚力度和实现业务流程创新等一系列积极构建操作风险防控长效机制的措施。

| Abstract: | Preventing and controlling operation risks is a long-term and demanding task faced by bank industry.The paper discussed the problems of operation risks management in current China's bank industry in the aspects of risk discernment,risk prevention and risk control,introduced the western developed countries' experience in preventing and controlling operation risks in bank industry,and put forward the countermeasures to actively construct the prolonged action mechanism of preventing and controlling operation risks,such as developing culture of risk control,building management system of operation risk,strictly preventing moral hazard,reinforcing punishing unlawful activity and realizing innovation of the business processes. |
