“五点一线”战略与辽宁服务贸易发展

围绕辽宁省第十次党代会提出的“五点一线”战略，对辽宁省服务贸易的影响及其发展进行研究。分析了辽宁省服务贸易的现状和存在的问题，以及“五点一线”战略的实施对辽宁服务贸易发展带来的影响，提出了在实施“五点一线”战略中，辽宁服务贸易发展应采取的应对策略，即：坚持重点发展和全面提升相结合；发挥沿海经济带对外贸易的优势，扩大服务贸易出口；促使更多的企业参与服务外包；发挥沿海经济带集聚人才的优势，为服务贸易的发展提供智力资源；培育和发展服务行业中介组织，健全行业自律机制，实现服务业竞合发展。

Research on impact of human capital heterogeneity on FDI from perspective of new economic geography

In the framework of new economic geography, the impact of heterogeneity of human capital on FDI in short-run equilibrium is studied, and Shanghai is taken as an example to study the influencing factors of FDI. The results show that on the premise that other conditions remain unchanged, the impact of human capital heterogeneity index on FDI is significantly positive, and the self-reinforcing effect of FDI is significant, i.e., the new foreign-funded enterprises prefer to choose areas with more foreign-funded enterprises, while the impact of trade costs and market size is not significant. Therefore, the key to attracting more FDI is to improve the level of human capital and the agglomeration effect of local FDI.
