| 摘 要： | 《可再生能源法》的颁布实施对促进我国可再生能源的开发利用具有里程碑意义。但该法也存在某些不足，如《可再生能源法》还没有形成完整的基本原则体系；缺乏一些必要的制度；法律规范缺乏可操作性；缺乏奖励性规定；法律责任的设定缺乏应有的力度等。《可再生能源法》应建立其基本原则体系；建立可再生能源分类配额制度和绿色证书交易制度；增设奖励制度；强化法律责任，加大惩罚力度。

| Abstract: | The Renewable Energy Resource Statutes have been enforced since January 1,2006.This is the milestone in exploiting and using the renewable energy resource in our country.However,there are some shortcomings in the statutes.In order to make it perfect,measures should be taken to establish system of fundamental principles,set up assorted quota institutions and institutions of exchanging green certificates,increase reward system,and strengthen legal liabilities. |
