基于博弈论的基本农田保护机制研究

基于博弈论的纳什均衡分析,认为在现有基本农田保护制度下,中央政府、地方政府、农村集体经济组织、村民博弈的结果为地方政府会非法占用基本农田,中央政府保护基本农田的目标难以实现。中央政府在制度创新时,应注重调动各方的积极性,建立良好的违法查处机制。对于地方政府保护基本农田的敷衍行为,中央政府应设法降低检查考核的成本,采用遥感等先进技术对土地进行动态监测。

Research on the Mechanism of Basic Farmland Preservation Based on Game Theory

In this paper, game theory model is adopted to analyze participators’ decision-making in the process of basic farmland preservation. The main participators include central government, local government, rural collective economical organizations and farmers. According to the result of the analysis, under the current policies, it is the best choice for local government, rural collective economical organizations and farmers not to preserve basic farmland. Only if the central go-vernment reforms the current policies to adjust the distribution of farmland preservation revenue and decrease the local government’s land increment revenue, the local government, village lea-ders and farmers could have motivation to preserve basic farmland. The result of the analysis also indicates that central government should cut down the cost of examination and adopt advanced technology, such as remote sensing, to monitor land dynamically.
