我国生态购买的研究进展与展望

近年来，我国生态恢复和建设取得了积极的效果，但也面临如何提高财政投入效率和保持生态环境建设成果稳定性等问题。生态购买是一种提高生态恢复效率的制度创新形式。本文总结和分析了国内生态购买相关问题的研究进展，探讨了生态购买与生态补偿、生态服务市场化的关系，提出生态购买是比较适合我国国情的生态恢复制度创新方向，今后应加强对该问题的深入研究。文章为完善和创新我国生态恢复及保护管理制度、有效保证生态公共品供给提供了理论基础和客观依据。

Research Progress and Prospect of Ecological Purchase in China

In recent years, the ecological restoration and construction make further improvement, but still exist some problems, such as the low public investment efficiency, the weak stability of ecological restoration achievement. Ecological purchase is an innovational system model of likely improving ecological recovery efficiency. This paper overviews research literatures about ecological purchase, summarizes research progress, and analyzes the relationships between ecological purchase and ecological compensation, ecological purchase and marketing ecological service. It is pointed out that ecological purchase accords with Chinese ecological restoration system, further researches should be conducted. The paper provides the theory bases and objective basis for perfecting and innovating ecological restoration system and guaranteeing the supply of ecological public goods.
