政治发展与政治稳定的耦合及其空间拓展

政治发展与政治稳定是现代政治国家极力追求的理想状态。处于转型社会、风险社会和网络社会三大社会形态并存的当代中国,保持政治发展与政治稳定的合理均衡的重要性更加突出。政治发展与政治稳定之间并不具备必然联系,但是二者存在一定的耦合之处,这主要表现在六个方面:政治合法性基础的增强,政治制度化水平的提高,政治参与机会的存在,政治信任能力的提升,民主发展程度的提高和法治理念的贯彻与落实。由此可以发现,推动当代中国政治发展并保持政治稳定有着巨大空间,因此,应淡化政治稳定的工具性意义,重新审视政治稳定的本体价值;建立制度化的沟通机制,打通通往政治发展之路;提升地方政府公信力,促进政府与公众之间的良性互动。

The Convergence and Spatial Expansion of Political Development and Political Stability

Political development and political stability are the goals of modern political states. In contemporary China, keeping a balance between political development and political stability has become more and more important. There is no necessary connection between political development and political stability, but there are ＂coupling＂ phenomenon in six aspects： strengthening the foundation of political legitimacy, promoting the level of political participation and political trust, enhancing the degree of development of democracy and implementing the rule of law. Therefore, we should dilute the instrumental significance of political stability, re-examine the noumenal value of political stability, establish communicating mechanism, enhance the credibility of local government, and promote the interaction between the government and the public.
