| 摘 要： | 文化体制改革的本质是政府、市场、社会三者之间权责关系与职能边界在文化领域的重大调整与重新建构。必须超越"过分国家化""、偏重社会性""、迷信市场化"的三种理论思路与实践倾向,构建起"文化管理—文化事业—文化产业"的文化体制改革分析框架,从而使文化体制改革更具系统性、全面性和均衡性,最终建立起党委领导、政府管理、行业自律、企事业单位依法运营的文化发展格局,实现国家引导、市场配置、社会参与的良性互动与有效合作。 |

| Abstract: | The essence of cultural system reform is the relational adjustment on functional boundaries and powers and responsibilities between government, market and society in the cultural field. The theoretical ideas and practical tendencies which lay emphasis only on state or society or market is not satisfactory. We should construct the analytical framework of ＂cultural management-cultural undertakings-cultural industries＂, which makes the cultural system reform more systematic, more comprehensive and more balanced. The ideal aim is to establish the cultural developmental pattern of ＂party leading, governmental administration, industry self-regulation, enterprises running according to the law＂, and to achieve good interaction and effective cooperation between governmental leading, market allocation and social participation. |
